| این مقاله پژوهشی مروری مفهومی است که به بررسی بحران‌ها و مخاطرات احتمالی سازمان بهزیستی کشور می‌پردازد. سازمان بهزیستی در سال ۱۳۵۹ به پیشنهاد شهید دکتر فیاض‌بخش و از تجمیع چند سازمان و انجمن فعال پیش و پس از انقلاب اسلامی تأسیس شد و در طول فعالیت خود فراز و نشیب‌های متعددی را تجربه کرده است. این سازمان به‌عنوان نهادی تخصصی در ساختار وزارت تعاون، کار و رفاه اجتماعی، با جامعه هدف گسترده تحت پوشش مستقیم و غیرمستقیم، با چالش‌های فراوانی روبه‌روست. علت اصلی این چالش‌ها آن است که منشأ آسیب‌ها و مسائل اجتماعی در اختیار سازمان نیست و بهزیستی با پیامدهای مشکلات اقتصادی، اجتماعی، فرهنگی، سیاسی و امنیتی مانند معلولیت ناشی از تصادفات رانندگی بر اثر خطای انسانی، نقص خودرو یا شرایط پرخطر راه‌ها مواجه است. ازاین‌رو، مقاله به بررسی این مخاطرات و بحران‌های احتمالی پرداخته و مدلی برای تجزیه‌وتحلیل و مدیریت آن‌ها در شرایط کنونی ارائه می‌دهد. This article is a conceptual review that examines the crises and potential risks of the country's welfare organization. The Welfare Organization was established in 1970 at the suggestion of Martyr Dr. Fayyaz Bakhsh and from the merger of several organizations and associations active before and after the Islamic Revolution, and has experienced numerous ups and downs during its activity. As a specialized institution within the structure of the Ministry of Cooperatives, Labor and Social Welfare, this organization faces numerous challenges with a wide target community under direct and indirect coverage. The main reason for these challenges is that the origin of social problems and harms is not within the organization's control, and the welfare organization faces the consequences of economic, social, cultural, political, and security problems, such as disabilities resulting from traffic accidents due to human error, vehicle defects, or dangerous road conditions. Therefore, the article examines these potential risks and crises and presents a model for analyzing and managing them in the current situation. |
